The mission of the Early Learning Division (ELD) is to support all of Oregon’s young children and families to learn and thrive. We value equity, dedication, integrity, and collective wisdom making a positive impact to benefit Oregon’s children and families. Legislation was recently passed to expand Oregon's Early Learning Division (ELD), currently a division of the Oregon Department of Education, to become its own Department of Early Learning and Care (DELC) by July 1, 2023. Through the creation of DELC, we will build on Oregon’s work to increase access to affordable, high-quality early learning and child care.
