NECAC is a 12-county area not-for-profit social service, community health and public housing Community Action Agency. NECAC serves the needs of the low-income, elderly, youth, handicapped and disadvantaged through contractual partnership agreements and grants with government agencies, private businesses and other non-profit groups.
