The National Youth Council - CONJUVE, was created in 2005 by Law 11.129, and is currently regulated by Decree 10.069 of August 16, 2019. The Council has, among its attributions, to formulate and propose guidelines for the public policies of youth, develop studies and research on the socio-economic reality of young people and promote exchanges between national and international youth organizations. CONJUVE is made up of 1/3 representatives of the government and 2/3 of civil society, with a total of 30 members, 10 from the federal government and 20 from civil society. The representation of the government includes, in addition to the National Youth Secretariat, the main ministries that have programs aimed at young people. This composition was structured so that actions are articulated in all governmental spheres (federal, state and municipal), which will contribute to the fact that youth policy in fact becomes a state policy in Brazil. The share of civil society, on the other hand, reflects the diversity of social actors that contribute to the enrichment and improvement of youth public policies. The council has representatives of youth movements, non-governmental organizations, experts and personalities with notorious public recognition for their work in this area. In 2019, CONJUVE innovated in the process of choosing its members, applying direct election to the vacancies destined to the entities acting with young public and a wide selection process for the notorious recognition representatives. In the Council, the positions of president and vice president are alternated each year between government and society.
