NOA Counseling, LLC was founded in February of 2014 in an effort to feed a big dog named House Bill 463. HB463, among other things, mandates – rightfully so, the evaluation of current programs (it’s effectiveness) and implementation of more evidence based programs within Corrections in an effort to rehabilitate a part of society that is eventually due to return to the neighborhoods of “the outside”.
