We accomplish this by conducting live in-person training(COVID-19 regulations permitting), online recorded classes and live ZOOM courses. Testing is available online or through various proctor methods. Qualified Person United States: Most states and the EPA require that individuals conducting construction stormwater compliance inspections become a “Qualified Person”. A “Qualified Person” is defined by the EPA as a person knowledgeable in the principles and practice of erosion and sediment controls and pollution prevention, who possesses the appropriate skills and training to assess conditions at the construction site that could impact stormwater quality, and the appropriate skills and training to assess the effectiveness of any stormwater controls selected and installed to meet the requirements of this permit. States under their own NPDES program have developed different terminology for this person, including Qualified Stormwater Manager (Colorado), Qualified Stormwater Practitioner (California), or Qualified Stormwater Management Inspector (Florida), to name a few. The CISEC, Inc. program meets the requirements of these permit conditions, or the prerequisite for California, for individuals to ensure they are properly qualified while onsite conducting sediment and erosion control inspections. History of CISEC At the July 2005 StormCon Conference in Orlando Florida, the Certified Inspector of Sediment and Erosion Control (CISEC) nationwide program was born with a presentation to inspectors, contractors, designers, and regulatory personnel about the need for a certifying program specifically for construction site inspectors of sediment and erosion control measures.
