Climate & Energy Solutions is an advisory firm specialized in environmental finance, with a main focus on climate change. CES assists its clients in designing, financing or evaluating policies, programs or projects that aim to reduce emissions of greenhouse gases, responsible for global adverse climate change, as well as infrastructure projects. CES operates primarily in emerging, developing and transition countries. Its clients are predominantly multilateral or bilateral development or development finance institutions, such as the AFD, EIB, IDB, the World Bank Group, UNFCCC or UNEP. Assignments have encompassed topics as diverse as the design a national climate fund for Kenya, feasibility studies for AFD-EIB energy efficiency and renewable energy credit lines in China, South Africa, the ECOWAS region and Turkey, the evaluation of programmes and projects for AFD, the World Bank and UNEP, and the design of a concessional loan mechanism to pay for CDM development costs in countries with few registered CDM transactions for UNFCCC. CES was founded in 2012 by Jacquelin Ligot, an international expert in policy frameworks and financing issues related to infrastructure, sustainable energy and climate change.
