There are simple problems and complex problems. Solving both requires time, money and brains, but in the end, they are solvable. And then there are wicked problems. These involve multiple stakeholders with conflicting agendas, that all disagree on what the problem is. When facing a wicked problem, classical problem solving approaches prove to be inadequate. Breaking down the complexity into smaller, easier-to-deal-with components fails to account for emergent properties. Technical top-down approaches fail to enrol grass root support. Wicked problems also hold nasty surprises in reserve, with mounting frustration as progress is stalled and new, unforeseen facets of the problem crop up. Wicked problems appear in different fields, from natural resource management to urban planning, from design to business management. However, there is a long way from labelling a wicked problem to successfully addressing it. At LEAF, we have refined innovative approaches to tackle them. We rely on facilitation and negociation skills and on the use of models, specifically strategy games tailor-suited to the problem at hand. The process of model design takes into account the perspectives of the different stakeholders - with their values and aspiration - as well as their capacity to learn and adapt to evolving conditions. Other approaches often overlook these elements that ultimately determine the future of the system. Taking them into account is critical for success.
