SOAR is a non-profit organization, whose mandate is to advance administrative justice through education, advocacy and innovation. It is expressly non-partisan. SOAR was created by resolution at the Conference of Ontario Adjudicators and Regulators in 1991 through collaboration of appointed chairs, members and executive staff of administrative justice system agencies. SOAR is governed by a Board of Directors who are elected by its members for specified terms. The Board chooses the President and Executive. Membership in the organization has been better defined to include: -persons exercising adjudicative or regulatory functions under an Ontario statute at the provincial and municipal level -staff of an Ontario adjudicative or regulatory body -academics with a professional interest in the administration of justice. SOAR is an important contributor to the quality of administrative justice in Ontario. By developing and providing relevant and affordable education to the administrative justice community, through research, training materials and publications, SOAR ensures that decision-makers understand the principles of natural justice, their statutory roles and the parameters of their discretion to further the Government’s commitment of improving the quality and transparency of public services. SOAR fulfills an important role in serving the public interest by providing a neutral and independent forum for dialogue about issues of importance to the community. SOAR continues to provide advice and recommendations about these issues to advance administrative justice delivery in Ontario. Membership is free. As a member, you will: -be a part of the only provincial organization serving the interests of the administrative justice community in Ontario -stay on top of public policy issues that affect you -participate in a variety of educational programs at reasonable cost -build networks with colleagues across various agencies, boards and commissions.
