The Upper San Gabriel Valley Municipal Water District (Upper District) was formed by voters of 18 cities and Los Angeles County unincorporated areas on December 8, 1959. In 1963, residents of the Upper District voted to join the Metropolitan Water District of Southern California (MWD), to import water from the Colorado River, and later from the State Water Project into the San Gabriel Valley. Nearly one million people live and work in the Upper District's 144 square mile service area. Annually, demand for treated, untreated and recycled water in the Upper District service area averages more than 78 billion gallons. The Upper District partners with many public and private entities to provide a sustainable, high quality water supply to residents and businesses within the greater San Gabriel Valley. Consistent with its motto of “Where Solutions Flow,” the Upper District is widely recognized for its customer service orientation, community involvement, and creativity in promoting water quality, water recycling, and water conservation. The Upper District is governed by an elected five member Board of Directors. Each Director serves a 4-year term and represents one of five specific geographic divisions within the Upper District's service area boundaries. Upper District's current Board of Directors is lead by: - Director Anthony R. Fellow, Ph.D., Division 1 - Director Charles M. Treviño, Division 2 - Director Ed Chavez, Division 3 - Director Alfonso "Al" Contreras, Division 4 - Director Bryan Urias, Division 5 As one of the 26 member agencies of the Metropolitan Water District of Southern California (MWD), Upper District provides supplemental water to the San Gabriel Valley; first from the Colorado River, and also from the State Water Project. Today, the Upper District also provides recycled water and facilitates efforts in water stewardship, including conservation and stormwater capture.
