Alto Construction has been in the Tampa Bay community since the late 70s. In August of 1984, Alto became incorporated and is owned by Stewart Smith. We are a complete site development company specializing in earthwork, asphalt paving and maintenance, and underground utilities (storm, sanitary, water and fire). We work throughout Hillsborough, Pinellas, Pasco and parts of Polk counties. However, depending on the project size or relationship with the client, we will travel outside the above areas.
