Effingham County Board of Commissioners Mission Statement Mission Statement: It is the Mission of the Effingham County Board of Commissioners to provide, through the highest integrity, a county government which will assure our citizens a safe and healthy environment to encourage and promote a high quality of life. Effingham County is on the South Carolina border just outside Savannah GA and is home to the cities of Rincon, Guyton, and the county seat of Springfield. The county is strategically located close to the Port of Savannah, Savannah International Airport and has some of the best schools in the region. The county has 405 full time employees and 79 part time with a FY2019 budget of $28.8 Million General Fund and a budget of $56.8 Million for Special Funds and Capital Projects.
