Public Affairs Counsel (PAC) is an Oregon institution. Since 1976, PAC has provided its clients with superior counsel and results based on a foundation of hard work, tireless advocacy of client issues, strong relationships, and knowledge of Oregon’s political process. Public Affairs Counsel operates in four different capacities: lobbying & government affairs, ballot measure campaign management, association management, and survey research & communications.
