The modern civilisation expresses the multifaceted image of the world governed by the identity of its citizens, while governing the values of complex societies. Culture, along with creativity and the arts, is the lever and the background of every production, at every stage and level of the evolution of humanity. It is necessary to look for new viable and appropriate cultural policies that would reflect the contemporary needs of cultures, peoples and of societies. Preserving the cultural heritage and investing in the arts and creative sectors are two of the key points of the quests, as they often are restricted or imperfect. At the research level, there is a great deal of interest in searching for and establishing new indicators that will display these systemic flaws, in the cultural environment, to plan the developments and make it sustainable. Cultures, now more than ever, face the constraints of an imperfect system, which lesser approaches. Five of the following constraints appear to be of great importance. The growth, faulty developments, and distortion of the financial system. Lowering the understanding of producers’ results. National and international tensions. International dependencies, which often are non-regulated. Lack of stability because of imbalances in productivities concerning consumption patterns. The International Independent since 2014 has been sensitizing the international cultural scene, with the innovative proposal for the creation of the International Cultural and Creative Industries Regulatory Authority (ICCIRA), to the standards of other regulators, such as the Civil Aviation Authority. Culture is possibly the largest industry internationally, in terms of fiscal impact. Because of cultural related political, market and societal turbulences the cultural system remains unregulated. ICCIRA's goal is the regulation of the environment of cultural and creative actors, so they are not only productive, but operating safely and sustainably.
