Noor Dubai Foundation is a non-for-profit, non-govermental organization established by decree law (18/2010) from the Government of Dubai to work in the field of treatment and prevention of Blindness at a global scale. It operates with the clear vision "A world free from the avoidable causes of visual disability", and mission "Providing treatment, prevention and education programs in order to combat the causes of visual disability in developing countries at the local, regional and global levels".
