These include bottlenecks to transform the country into a knowledge based economy as highlighted by the National Development Plan III. In this regard, the biggest challenge involves the country’s skills base. As a result, the Namibia Institute of Public Administration and Management (NIPAM) was established by an Act of Parliament, the NIPAM Act 2010 (Act 10 of 2010), and was officially inaugurated on 25 February 2011 by His Excellency Hifikepunye Pohamba, the former President of the Republic of Namibia. The purpose of NIPAM is to transform the public service in Namibia through improving management, leadership and professional competencies. It also aims to foster a climate of purpose, values and professional traditions amongst public sector employees. Mission: To improve service delivery in the Namibian Public service through innovative training, operational research and consultancy service. Vision: To be a leading institution in the transformation of the Namibian Public service.
