To develop Taipei as a Sustainable and Livable City, Taipei City established the “Taipei Smart City Project Management Office (TPMO)” in 2016. In terms of creating Taipei a smart city, we integrate the city's vision and international trends to make a driving strategy. Under the concept of “Government as a Platform; City as a Living Lab”, TPMO assists in opening public test field and introducing creativity and resource from collaborative private sector to promote both Top-down and Bottom-up proof of concept (PoC) projects. Through Public-Private Partnership, we embrace innovation and hence facilitates Smart Taipei. Beginning in 2020, Taipei City Government formulated the “1plus7 framework”. With “Smart government” at its core, the new strategy covers “smart building”, “smart transportation”, “smart education”, “smart healthcare”, “smart security”, “smart environment”, and “smart economy”. The city government also set up the “1plus7 steering groups” to accelerate Taipei's Smart City development. For Top-down PoC Project, we hold solicitation known as ‘Problem setting by the government, problem solving by the industry’, calling for solutions twice a year. For Bottom-up, solution providers can submit their proposals through the official website all year around. Once we receive the proposals, the steering groups will proceed to further discussion. Taipei City has implemented more than 250 Proof of Concept projects. After years of hard work, Taipei City has been recognized by achieving high rankings among some leading global smart city indexes. In the government evaluation report of 2018 published by Eden Strategy Institute, Taipei was ranked the 16th out of 140 governments globally. Likewise, Taipei was ranked the 7th among 102 cities worldwide in IMD Smart City Index 2019 released by the International Institute for Management Development. These smart city indexes affirm that our vision, innovative ecosystem, and successful projects are highly recognized globally.
