Staff - Timothy M. Hogan, Executive Director; Attorney Mr. Hogan received his undergraduate degree from Arizona State University and his law degree from the University of Notre Dame Law School. He has been Executive Director of the Center since 1991. His practice focuses primarily on issues relating to public school finance, utilities, and campaign finance reform. Mr. Hogan is admitted to practice before the Supreme Court of Arizona, the United States District Court for the District of Arizona, and the United States Court of Appeals for the Ninth Circuit. Prior to joining the Center, Mr. Hogan was Chief Counsel for the Arizona Corporation Commission. He has also served as an Assistant Arizona Attorney General in the Civil Rights and Financial Fraud Divisions, and as Program Director of the Phoenix Program at Community Legal Services. Joy Herr-Cardillo, Attorney Joy graduated from the University of Michigan in 1978 and from the University of Arizona College of Law in 1984. From 1984 to 1999, she was in private practice with the law firm of Streich Lang. In October 1999, Joy joined the Arizona Center for Law in the Public Interest as the Senior Staff Attorney in the Tucson office. Joy's practice primarily involves litigating environmental, state trust land, and education issues. Joy is admitted to practice before the Supreme Court of Arizona, the United States District Court for the District of Arizona, the United States Court of Appeals for the Ninth Circuit, the United States Court of Appeals for the District of Columbia Circuit and the United States Supreme Court. Joy is also a member of the University of Arizona, James E. Rogers College of Law Adjunct Faculty where she teaches legal writing. Joy and her husband Dave have lived in Tucson since 1979, and have three daughters Starr, Brooke and Hope. Anne C. Ronan, Attorney Anne has been practicing in the area of health law for the poor and uninsured since graduating from Arizona State University College of Law in 1979. She worked with Community Legal Services for 11 years with an emphasis in representing low income individuals in obtaining health care through various State and Federally funded health care programs for the poor. Since 1991, she has been with Arizona Center for Disability Law (formerly the Arizona Center for Law in the Public Interest). Anne represents children and adults with disabilities in obtaining necessary and appropriate medical and mental health services. She is the attorney for the class of adults with serious mental illness in Arnold v. Sarn and the class of children entitled to Medicaid funded mental health services in J.K. v.Eden.
