The Northstar Community Services District (NCSD) was founded in 1990 under Government Code 61600 as a local government entity to serve the Northstar region with governmental services. The District currently provides water, sewer collection, solid waste management, recycling services, fire protection, fuels management, snow removal, road surface maintenance, and trail construction and maintenance. These services are supported by property taxes, the Measure E Parcel Tax, and water, sewer, and solid waste user fees.
