According to the Law no. 5449 on the Establishment, Coordination and Duties of Development Agencies, the purpose for foundation of development agencies is defined as accelerating the regional development, creating sustainability, and reducing the development differences within and between the regions in compliance to the principles and policies stipulated in the national development plan and programs by developing the cooperation among the public sector, private sector and non-governmental organisations, providing proper and effectice use of resources and activating the local potential. In this context, West Black Sea Development Agency (WBDA) was founded with the decree no. 2009/15236 taken by the Board of Ministers and published in the Official Journal no. 27299 and date 25th of July 2009, within the TR81 NUTS 2 Region covering Zonguldak, Bartın and Karabük provinces centered Zonguldak.
