In 2000 for the first time in the country, the Municipality of Debrecen had decided to establish Debrecen Asset Management with the number of decree 41/2000. (III.09.) Kh. The decision was guided by the intention to establish a holding organization that exercises ownership rights over the city's exclusively owned companies, which is in line with the long-term urban and economic development concept of the Municipality of Debrecen, ensuring that the company group is profitable and is operated efficiently in a customer-centric manner. Advantages of the Holding operation As a holding center, Debrecen Asset Management currently manages 10 city owned companies, including utility companies, a real estate management company, a public transport company, a hotel and spa complex operator, an IT service provider, a company offering a media portfolio and project companies. A capital-intensive, community-owned group of companies has been established at local level that can effectively enforce economies of scale in the market through joint purchasing. In addition to acting uniformly in the financial market, the holding company can borrow on favorable terms, and now operates an internal financing system: in the cash-pool system member companies can also finance each other, reducing the need for external funding and interest expenses. During its operation, an internal service network has developed, for example, an internal service provider provides IT services and the network in a uniform manner for the group of companies and the Municipality. Through common rules, processes and related modern information systems, companies' transparency increases, and their performance becomes more comparable and accountable.
