OPERA International Engineers scarl è un consorzio stabile di ingegneria (ai sensi del Codice dei Contratti Pubblici D.Lgs. 163/2006, art. 90, c. 1 lett h), formato da società di ingegneria italiane ed europee. Operativo da agosto 2010, con un fatturato globale dei suoi membri superiore ai 400 M€ ed una disponibilità di uno staff tecnico di oltre 1000 unità, operativo in tutta Europa, ha obiettivi ambiziosi di successo nell'ingegneria delle infrastrutture in Italia con piani di espansione su mercati emergenti, con particolare interesse per l'East Africa.
