Greenhouse gases, predominantly CO2, block the transfer of energy from earth back to space. While a minimum concentration of atmospheric CO2 is necessary to life on our planet as we know it, we have now pressed the atmospheric level past the safe level. We thus confront a planetary emergency. Inhabitants of low-lying coastal and island states may be first to bear its brunt. Our children and their progeny also will be especially burdened. (1) To preserve threatened states and to enable our children and their posterity to live and thrive, we must not only phase out fossil fuel emissions (and do so with speed) but we must also draw down excess atmospheric CO2. By right, those who have profited most from the exploitation of fossil fuels should bear the cost of this restoration, however high. Climate Protection & Restoration Initiative (CPRClimate.org) aims to ensure that liability attaches where it should, and that the necessary work to restore and protect will be done without further delay. To do less will not suffice.
