The North Carolina Office of State Budget and Management (OSBM) ensures the most effective and efficient use of public resources by providing objective analysis and applying innovative thinking to some of the most difficult policy issues facing our state. WHO WE ARE As the primary fiscal advisor to the Governor, OSBM staff provide in-depth, nonpartisan analysis in: health care, education, criminal justice, transportation, economic development, tax policy, environmental regulation, and other policy areas. OSBM staff become experts in their fields, analyzing publicly funded programs and services and playing a key role in informing North Carolina’s highest-level public policy decision-makers.
