Westminster is an exciting community of approximately 18,429 citizens. It has grown from its humble beginnings of .745 square miles to its current size of 6.3829 square miles. It is located strategically in the rolling countryside foothills of the Blue Ridge Mountains, 30 miles northwest of Baltimore, Maryland and 60 miles north of Washington, D.C. Westminster is the county seat of Carroll County and is located in the middle of the county. Carroll County is a thriving county of approximately 174,868 citizens. Approximately one-third of Carroll County's population is located within the city limits of the eight municipalities scattered throughout the county. As with the State of Maryland, Carroll County has a strong tradition of municipal government. The City of Westminster operates under a mayor-council form of government. The Mayor is elected to a 4-year term. The Common Council is composed of five members who also are elected to serve four-year terms. The qualified voters of Westminster have voted for 3 members of the Common Council on the 2nd Monday of May since 1967 while the mayor and the remaining two council members have been voted upon the second Monday of May since 1969, and every 4 years thereafter. In 2006, The Mayor and Common Council established the position of City Administrator who serves as the Chief Administrative Officer of the city.
