The objectives of Utawala Africa are to enable Governors to: 1. Get appropriate guidance and advice from qualified experienced persons and to be exposed to relevant ideas and practices related to Public Leadership and Governance, Investment, Strategic Planning, Communications, Resource Utilization, Service Provision, Youth Self-employment, Security, Community Development, etc.) 2. Have continuous access to up-to-date data, information, and research results relevant to their county jurisdiction and responsibilities; to plan and implement initiatives that enhance the viability of the counties, the sustainability of their development projects and the quality of their service delivery. 3. Engage potential donors, investor and collaborators on mutually favourable terms in accordance with priorities established by the Governors themselves, thereby increasing revenue generation and revenue base in all counties. 4. Collaborate and share experiences among themselves easily and work together in confidence, thereby hopefully transcending political differences. 5. Communicate and interact with county citizenry through a sophisticated array of media outlets and social media. 6. Develop a strong self-sustaining National Governors Association that can support and serve the Governors in their work in accordance with their own specific needs and wishes. 7. Gather information and document in a much detail as possible the whole process of devolution, thereby creating a historical archive and “living” evidence and experience that may be useful within a broader governance context for the devolution process in other African countries.
