The Center for Ethics and the Rule of Law (CERL) is a non-partisan interdisciplinary institute affiliated with the Annenberg Public Policy Center at the University of Pennsylvania. CERL is dedicated to preserving and promoting the rule of law in national security, warfare, and democratic governance. The center draws from the study of law, philosophy, and ethics to answer the difficult questions that arise in times of transnational conflict and war.
