The WCIRB operates under the authority of the California Insurance Code, is licensed by the California Department of Insurance (CDI) and is the Insurance Commissioner’s designated statistical agent for workers comp insurance. The WCIRB develops proposed advisory pure premium rates for submission to the California Insurance Commissioner and administers the Commissioner’s workers’ compensation regulations contained in the California Workers’ Compensation Uniform Statistical Reporting Plan—1995, the California Workers’ Compensation Experience Rating Plan—1995 and the Miscellaneous Regulations for the Recording and Reporting of Data. WCIRB operating funds are derived solely from membership fees, premium assessments paid by members and revenue generated from fees for services and products. No state money is used to fund its operations.
