The International Centre for Chemical Safety and Security will serve as a centre of training in chemical safety and security and will support the development of national and international networks of chemical safety and security officers from relevant international organisations. The centre will provide continuity to the international efforts in chemical safety and security and will focus on building the potential for research, development, storage, production, and safe use of chemicals for purposes not prohibited by the Chemical Weapons Convention and other international agreements, including international health regulations. The centre will serve as a forum for exploring sustainable ways and means of sharing knowledge and best practices to protect chemical plants from potential security threats. In order to prevent the misuse of toxic chemicals, it is crucial to strengthen measures to improve the safety and security of chemical plant sites and transportation of chemicals.
