The reason of creating the regional development agencies! Legal framework. Within the implementation of the "regionalization and regional reform" of the Government of Albania, in accordance with its program, a new concept of regional management was intro-duced. In December 2015 the Government decided to create: • 4 Regional Development areas • 1 National Agency for Regional Development • 4 Regional Development Agencies headquarter in Shkoder, Tirane, Korce and Vlore • The Regional Economic Development Agency RDA4 Functions The regional development agency 4, headquartered in Vlore is the Agency no. 4 (RDA4) and includes the county of Vlorë, Fier and Gjirokastër with a total area of 7477 km2. RDA4: • accomplishes its activity in the role of an expert institution for the implementation and achievement of the objectives for the regional development policy. • operates independently and adopts its activity through stimulating collaboration with other public, private or international entities. • contributes in harmonizing and integrating economic, social and environmental factors, for a balanced development of all regions of Albania. • creates and implements joint programs and projects, which will contribute in a balanced development and integration of all regions of Albania. • designs Operational Programs for the respective regional development are; in conjunctions with local
