The Health Council of East Central Florida (HCECF) is a private, not for-profit healthcare planning agency with over 20 years of experience in community health planning. As an objective data resource, we foster community dialogue and develop solutions for emerging health needs. Among our varied tasks, we facilitate and coordinate the MAPP (Mobilizing for Action through Planning and Partnerships) process in the region. Mission: Provide research, program development, and evaluation services that enable community-based health organizations to improve population health. Vision: An organization that is the premier choice for health care research, program development, and evaluation services to improve population health in East Central Florida. In 1982, the Florida Legislature created the Local Health Planning Councils. There are 11 councils providing services across Florida. East Central Florida includes Brevard, Orange, Osceola and Seminole counties. Some of our services include: research, feasibility studies, needs assessments, program development and evaluation, data analysis and project management.
