Founded by James C. Hailey, Jr. in July 1985, James C. Hailey & Company (JCH&Co) is a full service civil engineering firm with four registered professional engineers specializing in civil, water, wastewater, environmental, architectural and structural design. JCH&Co provides personalized engineering services for our clients which includes both government and private sector. JCH&Co offer services in a manner and time frame to suit their individual needs. JCH&Co has experience with projects funded through Community Development Block Grants (CDBG), USDA Rural Development, Appalachian Regional Commission (ARC), State Revolving Fund (SRF), and various other federal, state, and local funding sources. JCH&Co is also pre-qualified to provide engineering services on all Tennessee Department of Transportation (TDOT) funded projects. Our approach to projects are "from cradle to grave", meaning JCH&Co assists clients with a project from initiation through completion of construction. Specifically, JCH&Co will assist in identifying needed improvements, provide studies regarding feasibility, locate funding sources, complete planning documents, manage environmental permitting, provide bidding support, and administer construction management through project completion.
