An economic public authority with a legal personality and an independent budget subject to the general supervision of the Council of Ministers, its headquarters is in Cairo, and it may establish branches in all governorates. The authority manages and finances the system, and the funds of its subscribers are private and have all aspects and forms of protection established for public funds, and their returns are the right of the beneficiaries of them, and these funds are invested in a safe investment according to an investment strategy whose rules are defined by the executive regulations of Law 2 / 2018
