HRBT Expansion Project
www.hrbtexpansion.orgThe Hampton Roads Bridge-Tunnel Expansion is the largest highway construction project in Virginia’s history. This transformative undertaking, scheduled for completion in November 2025, will widen the current four-lane segments along nearly ten miles of the I-64 corridor in Norfolk and Hampton, with new twin tunnels across the harbor. The expansion will increase capacity, ease major congestion, and enhance travel time reliability. Including the construction contract and owner’s costs, the project’s total budget is over $3.8 billion, making it one of the largest infrastructure projects in the country. Hampton Roads Transportation Accountability Commission (HRTAC) is the primary funding agent of the project, which is being financed with regional sales and gas tax collections. Additional funding includes $200 million from the Commonwealth’s SMART SCALE transportation prioritization program (where it ranked first in the following categories: congestion, access to jobs, multimodal access, intermodal access, and travel time reliability), and $108 million from VDOT. The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. VDOT is the owner of the HRBT Expansion Project. Hampton Roads Connector Partners (HRCP) is the design-build team delivering the HRBT Expansion Project. HRCP is a construction joint venture consisting of Dragados USA, Vinci Construction, Flatiron Constructors, and Dodin Campenon Bernard. The team also includes HDR and Mott MacDonald as lead designers.
