NCS was established through the Kenya Information and Communications Act, 1998. NCS officially started it's formal operations with the appointment of the Communications Secretary on April 2nd 2001. The mandate of NCS is to provide ICT policy advisory services to the Government of the Republic of Kenya through the Ministry of ICT, Innovation and Youth Affairs. In particular, NCS has been engaged in several initiatives, to respond to immediate policy challenges and needs while others have been aimed at supporting the development of national ICT policies and legislation.
