Founded in 2009, and based in Kigali, the Public Sector Capacity Building Secretariat (PSCBS) is a specialized Secretariat with a mandate of guiding, facilitating and coordinating the implementation of capacity building interventions in the Rwandan public sector in order to strengthen these institutions and help the country achieve its development objectives. PSCBS is spearheading a new approach to capacity building in four of its priority sectors of investment, energy, agriculture, and mining called the Strategic Capacity Building Initiative. The primary aim of SCBI is to boost economic development and achieve poverty reduction through developing capacity in-country. It's approach, whereby, international experts are hired to coach and mentor young professionals is a unique one - It will enable experts to transfer their skills and experience to young people with considerable potential and help create the future leaders of Rwanda
