Texas Association of Rural Schools (TARS) is an organization dedicated to the enhancement of the fiscal capacity of small school districts while narrowing the gap in the fiscal capacity between small disticts and others. Founded in 1990, TARS was at the forefront of obtaining a state-wide health insurance program for small schools and continues to fight for full insurance benefits in the future.
