Its mission can be larger than meeting minimum standards for effluent to streams. Water recycling, carbon capture, zero nutrient discharge, stormwater recharge, energy production and elimination of persistent pollutants are all goals around agencies may strive to meet community sustainability goals. The agency committed to sustainability could be an advocate for limited impact development, for "green" consumer products and for watershed protection. An agency commitment to sustainability will drive customer support and satisfaction, and ensure long-term financial stability.
