PSBA started in 1968 in Quincy, Illinois, primarily in the highway branch of Civil Engineering. Through client demand and personnel additions, the firm grew into other branches, including Architecture, Surveying, Geographic Information Systems, and Planning. Although the firm started as a Proprietorship, it has evolved into a Corporation owned by the professional staff.
