Disability is a problem of human rights. For a long time, disability has been treated as a social welfare problem. This reflects what is widely believed that persons with disabilities need care and assistance, because they cannot and cannot afford to live alone. In our understanding, persons with disabilities are seen as an object of social welfare and not as subjects who have the right to independence and the full right to work. Limitations make people with disabilities marginalized in society and neglected persons with disabilities, including the right to get decent jobs.
