The TIP System: TIP is a dynamically evolving assembly of interacting elements, all linked to a Secure Network Operations Center (SNOC). The objective of TIP is to alert the public when an emergency arises and to provide important information in non-emergency situations. Emergency information is issued by the TIP Network Operations Center, which is in direct communication with local, state, and Federal emergency services. Encrypted messages are sent to various types of TIP terminals and may be targeted to individuals, to groups of any size, or to everyone in an extended region of the country. The scope of a target for an alert can range from specific individuals, to occupants of a home or a single vehicle, to an office suite or transit car, to everyone in a densely occupied public venue, campus, or office building, to anyone in a specified vector or within a defined geographic boundary. Regional Operations Centers interact directly with private security departments and can relay calls from any interactive TIP terminal. Centers monitor terminals constantly and respond immediately to such calls, notifying the appropriate authorities as needed.
