ROC’s three interwoven missions: One: Stabilize and rehabilitate neighborhoods by purchasing and refurbishing dilapidated and vacant buildings by partnering with local governments. Two: Provide on-the-job construction training to vulnerable veterans (i.e. prior substance abuse issues, large gaps in employment history). Once they complete the treeh-month on-the-job training program, we help them find construction jobs. Three: Provide these newly renovated, safe, and affordable apartments to homeless battered women and children who have been subject to domestic violence. No other mission is more important to our veterans than supporting these homeless battered survivors and their children with a new beginning. Best of all, the generated rental income from the affordable housing units make each building perpetually self-sustaining and operational. What Makes ROC Unique: ROC sets itself apart by providing stable affordable housing to the homeless, who are Extremely Low Income (below 30% Area Median Income (AMI)). Most other housing charities assist those at the 80% or even 120% AMI level. Further, our clients are provided Case Managers from a sister organization to help ensure our clients and their families are getting the physiological, emotional, and job training support they need to get back on their feet. Most impressive, ROC will develop the homeless’ affordable housing units with an average rehab construction cost of approximately $60,000 per unit; the average cost per unit in New York and nationally are more than double. For example, the State of New Mexico commissioned a study to compare the average unit costs for six states (AZ, CO, NV, NM, TX, UT) over a ten-year period. Texas had the lowest average cost at $103,943 per unit; Colorado was the most expensive at $159,678 per unit. ROC meets its lower costs through volunteer and pro bono legal, architectural, accounting, administrative, and other support services.
