He has served in a variety of senior-level capacities as a rating agency credit analyst, municipal bond insurance underwriter, municipal investment credit officer, and state and local government finance and program manager. He holds a Ph.D. in Public Administration with a concentration in Finance and Public Policy Analysis and is a qualified Series 50 'Municipal Advisor' - registered with MSRB and SEC.
