There are five Commissioners: a Chairman (currently the Court of Session judge, Lady Paton) and four others, one of whom is part-time. The Commission reports to both the Scottish and the UK governments. Its recommendations are based on research on the content and working of current law, comparative solutions, and the results of public consultation on the issues.
