PEAA is a firm specialising in policy design, program design, stakeholder management, government affairs and training. It works for private sector companies, governments and NGOs. Philip Eliason, Director of PEAA, has worked recently in Libya (2013-14) on conflict reduction, justice and police reform in Yemen, training for officials from the Gulf States and Australia and a range of policy design and representational activities in Australia. Philip works in Arabic and French. • 2013 prepared new policy proposals for Department of Industry for the consideration of government on small business development including cross portfolio program design to increase use of high speed broadband to improve business performance. • 2012 created new evaluation framework for a small business advisory services program in Department of Industry. Designed and developed a Departmental natural disaster focal point and field staff information collection system. 2011 policy audit and gap analysis on disaster preparedness programs for the Federal Department of Innovation. Designed policy and related training sessions and strategic planning workshops for Australian officials 2006 to 2012. As a consultant, trained, in Arabic, UAE Ministry of Interior staff (police, corporate) in risk and crisis leadership. Reviewed stakeholder perceptions and developed a stakeholder management strategy for a major tertiary education provider. Facilitated development of a religious charitable foundation in Yemen. • 2010 Evaluated a Save the Children program in Yemen. Designed new policy on homelessness for ACT Shelter. Designed program evaluation framework for Government to counter violent extremism. • 2009 Country leader and Programme Co-ordinator of the Yemen Justice and Policing Programme. • 2008 Managed a multilateral Arab R&D delegation’s visit to Australia.
