The Phoenix Act

The Phoenix Act is a survivor-led nonprofit organization created by Evan Rachel Wood that works to end the cycle of domestic violence through organizing and passing legislation across the country. In 2019, the bill passed in California with unanimous support. Now, the Phoenix Act is fighting for survivors nationwide. We work with local domestic violence survivors following the guidance of state legislators to ensure that each bill effectively addresses the needs of that state’s survivor community. The Phoenix Act originated from Evan Rachel Wood’s own experience with domestic violence as a teenager. While she was fortunate to eventually escape that situation, Evan - like many survivors - was purely focused on surviving. When Evan learned that her perpetrator was abusing other intimate partners, she knew she had to come forward. Unfortunately, she was told that the state would not even look at her case because she was outside of the Statute of Limitations. She was turned away by the state, denied her own justice, and her perpetrator continued his cycle of violence. Evan learned that her story was not unique, but all too common. So, she decided to try and change the law to ensure that nobody else would have to encounter that same pain. And thus, the Phoenix Act was born.
