Searchlighter works on project implementation in collaborative and international contexts, broadly focusing on the Monitoring and Evaluation (M&E) of projects within programmes seeking cultural innovation, economic empowerment, and social cohesion in harness with civil rights established in international law. A central aim is to engage with projects generating outcomes that can stimulate social and economic change. Searchlighter is working chiefly in project implementation by facilitating monitoring & evaluation, and also contributes to other project services, such as planning, process, research, analysis, knowledge transfer, valorisation and exploitation of results. It supplies its professional services within a range of collaborative frameworks, acting across UK, European and International Development Programmes. The core work for Searchlighter is in Monitoring and Evaluation (M&E). As a non-profit private organisation, it monitors projects for their economic, social or cultural development, leading to the evaluation of tangible outcomes with a mind to stakeholder engagement and quality of life for project beneficiaries. The horizontal issues we address often relate to social cohesion. In a European context, Searchlighter has a good awareness of the EU’s Cohesion Policy as a means to meeting Europe 2020 targets, and the debates on this topic have inspired some of our model development. The subject areas we prioritise often affect environments that foster innovation in its broadest sense, allowing our work in conjunction with project Partners to make innovation an engine of positive change. The challenges we seek relate to this broad definition, one that includes the social and cultural as well as the economic and entrepreneurial.
