The initiative builds on a new approach of offering financial incentives to governments, in the form of results-based payments, to reduce carbon emissions financed through an innovative structure using private capital. The initiative's work includes a framework covering all greenhouse gas emissions and a scheme covering hydrofluorocarbon emissions.
