VIPA ‘s areas of expertise: European Security Program • advance pro-Western ideals and sentiments in Central and Eastern Europe, especially Ukraine; • strengthen liberal democracy, rule of law and democratic political institutions; • analyze disinformation and build public critical awareness. Media Program • support investigative journalism; • improve transparency of state support for media; • increase media literacy skills in schools as well as society at large. Good Governance Program • advocate for the rights of vulnerable groups; • increase civic education in schools as well as society at large; • improve government accountability, transparency and efficiency; • advance legislation for public participation in decision making. VIPA in-house and associated experts conduct research and provide policy recommendations, organize conferences, workshops, panels, training, advocacy and outreach campaigns. Vilnius Institute for Policy Analysis (VIPA) is seeking international partners to better analyze Kremlin‘s influence in Central and Eastern Europe. VIPA aims to become a regional meeting point for experts specializing in Kremlin‘s hybrid activities, including information warfare, cybersecurity, export of corruption and military aggression. We also aim to strengthen pro-Western, pro-EU and pro-NATO sentiments in Lithuania as well as the wider region.
