Hidalgo County Metropolitan Planning Organization

The HCMPO is a federally funded program that works with Hidalgo County communities and the Texas Department of Transportation to plan for the county's future transportation needs. Under federal law, every metropolitan area with a population of 50,000 must have a designated Metropolitan Planning Organization. Citizens are encouraged to participate in the planning process. HCMPO staff work with a Transportation Policy Committee (TPC) and a Technical Advisory Committee (TAC). Committee members are ultimately responsible for the quality of transportation services and the impact of transportation on the quality of life in their region. Each year, the agency issues a review of its performance. HCMPO's 2030 Long Range Metropolitan Transportation Plan for Hidalgo County will serve as a blueprint for transportation systems and services to meet the needs of the McAllen metropolitan area. The plan also addresses needed investments in the county's transportation system over the next 25 years. As part of this effort, the HCMPO annually updates the Unified Planning Work Program (UPWP) to lay out tasks to be undertaken and the budget for each task. HCMPO's Transportation Improvement Program (TIP) includes plans for highway and transit projects in Hidalgo County over the next four years. HCMPO has ongoing studies that include a Rail Study, a Congestion Management Study (CMS), a Tier 2 CMS, and an Access Management Report. All studies will be posted here as they are finalized.
