إن اللجنة العليا للتشريعات هي الجهة المختصة في الإمارة بكافة المسائل المتعلقة بالتشريعات والاتفاقيات والمعاهدات الدولية، وتنفرد دون غيرها بتمثيل الحكومة والجهات الحكومية في جميع المسائل المتعلقة بالتشريعات الاتحادية والاتفاقيات الخارجية والمعاهدات الدولية.
